If a front Wheel Drive car with good tires fishtails easily on snowy roads, should you add weight to the back?

I have a PT Cruiser with good tires and it fishtails very easily on snow packed roads, should I add or subtract (remove back seat) weight?

More suitable tires will help, but nothing will reduce fishtailing and damage better than slowing down.
