Can I add a Key Fob to my 2009 Ford Crown Victoria/ Police Interceptor Squad Car?

I was given a key fob for a ford, and i have instruction in my 2009 Police Interceptor Crown Vic on how to add a key fob. However whenever I try this it does not work. A buddy and I have tried this step several times to no solution. The Vic has power door locks , and windows. Is it possible that they don't have the ability to have key fobs added to them, if they weren't put on at the factory?

im not 100% but i think the ford dealer can program the cumputer to your fob dealer has to do it
