Subaru outback 97 no awd?

I have a 1997 Subaru Legacy outback wagon and it snowed the other day and I noticed that the All Wheel drive wasnt working correctly. the rear wheels are not kicking in for some reason if anyone has any ideas of how to fix this please help

If it is Manual Transmission, the rear wheels are controlled by the fluid in a differential between the front and rear. If its manual, thats almost certainly it.
If its automatic, there is a fuse that disables the awd, youll have to use google to find out more about your specific model. There should never be more than a 20% difference in speed between the front and rear with an automatic transmission.
