whats the meaning of the phrase"Cap locks isn't cruise control for cool."?
They're comparing caps lock to cruise control. In this case the shift key is like the gas pedal - you push it for one effect, and lift away from it for another effect. (For the gas pedal it's speed, for the shift key it's capital or lower-case letters.) Cruise control is like caps lock because it keeps you at one speed (or one size of letters).
"not cruise control for cool" means that while cruise control sets you up at a super-cool speed that will never get you caught by the police even if you're not paying attention, caps lock sets you up for a super-stupid font that looks like you're shouting all the time.
