Bought a certified pre-owned honda, realized it has no more floor mats ..?

The guy at the dealership is saying that he'll try find out if the owner has the floor mats, and if he doesn't, then we're gonna have to buy it. Shouldn't they have to give it to us for free?
The car is a 2010 Honda Civic EX and it came with floor mats, the previous owner probably did something to it.

Cheap cars don't come with floor mats. Meaning the accord and civic and other low rent hondas probably didn't ship with them. They sell them as accessories.

They don't have to give you anything for free...you bought the car in the condition it was in.
