can i use wheat flour to make cream puff?

can i use plain wheat flour to make cream puff? or should i add self-raising powder in it?

I guess it depends on the recipe. But cream puffs were made without self-rising flour or baking powder when I learned how to make them.

So yes- you can make them with all-purpose flour...but I'd have to see the rest of your recipe to determine how that is going to impact it.
