Can you buy a car in California without a Drivers license and being 17?

Hi I live in California and my question is can i buy a car from someone on craigslist if im only 17 and have a drivers permit? also can i register it under my name and stuff? i don't plan on driving it and insuring it until i get my driver's license but i want to buy the car now. If i can what would be the process?
Any help would be greatly appreciated.
