Is it true that the bigger the alloys for your car the worse it drives?

I was looking to put 18 inch alloys on my car but my friend recommended 16......???

I normally put on my 18" wheels on during the summer time but I don't have the money for new tires. They are heavier so when you take off from a stop, you can feel the heaver weight of the wheels and that's all.
If you have low profile tires like I do, the ride becomes more harsh but handles great especially if you tuned up the suspension.
